Legislative Advocacy for a New Anti-Rape Law in The Philippines
This work provides a comprehensive analysis of the legislative advocacy efforts that led to significant reforms in the Philippines’ anti-rape legal framework. It examines the historical shortcomings of previous laws, the social and cultural barriers that hindered justice for survivors, and the evidence-based strategies employed by civil society organizations, women’s groups, legal advocates, and human rights institutions to push for stronger protections. The book highlights key processes such as coalition-building, public campaigning, strategic litigation, policy research, and direct engagement with lawmakers. It also outlines the substantive legal changes achieved—particularly the expansion of definitions of rape, strengthened victim-centered procedures, and enhanced criminal accountability. By documenting the challenges, breakthroughs, and lessons learned, this work offers valuable insights for activists, policymakers, and scholars seeking to advance gender-responsive legal reforms in the Philippines and beyond.
