Context analysis of the security sector reform in serbia 1989-2009
This study provides a comprehensive analysis of the political, social, and institutional context surrounding security sector reform (SSR) in Serbia from 1989 to 2009. It traces the transition from authoritarian rule and conflict in the 1990s to the gradual democratization and integration processes of the 2000s. The report examines key reforms in defense, police, intelligence, and judicial institutions, highlighting achievements, setbacks, and persistent challenges such as corruption, weak oversight, and limited accountability. By situating Serbia’s SSR within broader regional and international dynamics, the study offers insights into the complexities of post-conflict transformation and the conditions necessary for establishing an effective, transparent, and democratic security sector.
