Implausible Deniability: State Responsibility for Rural Violence in Mexico
This report investigates the role of the Mexican state in rural violence, examining patterns of human rights violations committed in the countryside and the degree of state responsibility. It documents cases of abuse involving security forces, paramilitary groups, and local authorities, focusing on issues such as forced displacement, extrajudicial killings, and repression of peasant and indigenous communities. The analysis highlights how state denial and lack of accountability perpetuate impunity and deepen social conflict. By combining field research, testimonies, and legal analysis, the report underscores the need for stronger mechanisms of accountability and protection, offering recommendations for national reforms and international engagement to address rural violence in Mexico.
