European Convention on Human Rights as amended by Protocol No.11
The European Convention on Human Rights (ECHR), as amended by Protocol No. 11 (1998), introduced a major reform to the enforcement mechanism of the Convention. The amendment replaced the original two-tier system—the European Commission of Human Rights and the European Court of Human Rights—with a single permanent Court. This restructuring aimed to improve efficiency, reduce case backlogs, and strengthen individuals’ direct access to justice. The reform significantly enhanced the role of the Court as the central institution for safeguarding human rights across Europe.
