Mainstreaming gender in local budgets : civil society and government collaboration in city of Palu
Mainstreaming Gender in Local Budgets: Civil Society and Government Collaboration in the City of Palu documents the process of integrating gender perspectives into local budgeting through partnerships between women’s organizations, civil society groups, and the municipal government of Palu, Indonesia. The study illustrates how participatory approaches and advocacy have influenced planning and resource allocation to better address the different needs of women and men.
It highlights achievements such as the establishment of gender-responsive budget statements, improved dialogue between government and communities, and increased awareness of gender equality in policy-making. At the same time, it discusses persistent challenges, including limited technical capacity, bureaucratic resistance, and the need for stronger institutional commitment. The work demonstrates how collaborative governance can serve as a pathway to more inclusive and equitable local development.
