"What Did I Do Wrong?" Papuans in Merauke Face Abuses by Indonesian Special Forces
The 16-page report entitled, “What Did I Do Wrong?: Kopassus Tortures Papuans in Merauke” records the behavior of Kopassus soldiers in Merauke, the southeastern tip of Papua. They played catch, without any legal basis, beat and tortured them in the Kopassus mess.
Kopassus' record of human rights violations and their inability to punish wrongdoing members is widespread and longstanding throughout Indonesia, especially since the 1970s in East Timor, Aceh, Papua and Java. Human Rights Watch called on the governments of the United States, Britain and Australia to stop the training program with Kopassus until there is a serious investigation and legal action against the perpetrators.
"Countries that are friendly to Indonesia, which are concerned with human rights, must demand that Indonesia seriously carry out reforms, including bringing to justice all soldiers who violate human rights, before offering to cooperate with Kopassus," said Brad Adams, Asia director at Human Rights Watch. "Training will only go in one ear and leave the other if the government does not emphasize, to every Kopassus member, that Indonesia has zero tolerance for bouncers."
This report was prepared by interviewing more than 20 victims, their relatives and eyewitnesses. He revealed the behavior of Kopassus members in the Kelapa Lima area, Merauke, between August 2007 and May 2009. All of these cases of violations of basic rights had no political connection. These cases reflected the behavior of the army, which felt they were above the law and the inability of the Kopassus leadership to enforce military discipline.
