As Victim Also Survivors
Discrimination, forced eviction and violence cannot be separated from the experience of IDP women in Aceh. At least 191 cases of human rights violations towards IDP women have been documented, namely 38 cases of discrimination, 7 of forced eviction and 146 of violence. These violations are perpetrated against women who are also faced with negotiating the complexity of issues related to managing aid as well as a scarcity of aid that empowers women wholistically, particularly for women who have been displaced as a result of conflict. These human rights violations are evidence that women are being alienated in all the commotion created by the reconstruction and rehabilitation “factory” operating in Aceh. Gender-based discrimination is one modus operandi of the abuse of authority (corruption) that uses patriarchy's most effective medium, namely the marital status of IDP women. Thus, widows/divorcees and unmarried girls who, de facto, are heads of households become the vulnerable group of IDP women victims of discrimination. This discrimination takes the form of neglect, differentiation and limitations on IDP women's rights to aid, well-being, economic empowerment and political rights (the involvement of women in decision-making) in the process of distribution and management of humanitarian aid.Discrimination
