MAKING LOCAL BUDGET GENDER RESPONSIVE: INDONESIA'S STORIES-Promoting good and gender responsive governance through budget initiatives in Parepare
These notes are intended to complement this book written by activists from the Community and Economic Study Foundation (Lembaga Pengkajian Pengembangan Ekonomi dan Masyarakat, LP2EM) on their experience in performing gender responsive budget advocacy in the City of Parepare. As you will read in this book, this advocacy has succeeded in producing several changes in budget procedures and allocations. This study presents important research on the Indonesian experience of gender responsive capacity development at the local level. Indonesia has made significant progress towards achieving the Millennium Development Goals. However, a substantial proportion of the population still live in poverty and many more live without adequate access to effective and efficient basic services. While sub-national governments in Indonesia are increasingly responsible for delivering a wide range of basic services to local communities, many lack the capacities to meet all the requirements of their roles and functions. This report makes clear why it is important to adopt a systematic approach to identifying, assessing and rectifying these capacity gaps in Indonesia. Gender responsiveness of capacity development initiatives is one critical element in improving overall development effectiveness. It is through our responsiveness to vulnerabilities and inequalities in our interventions that that we truly adopt a holistic approach to sustainable development.
