Recommendation Rec (2002)2 Of The Committee Of Ministers And Explanatory Memorandum
Considering that the aim of the Council of Europe is to achieve greater unity
between its members for the purpose of safeguarding and realising the ideals and
principles which are their common heritage.
A public authority should, at its own initiative and where appropriate, take the
necessary measures to make public information which it holds when the provision
of such information is in the interest of promoting the transparency of public
administration and efficiency within administrations or will encourage informed
participation by the public in matters of public interest.
