Implausible deniability : state responsibility for rural violence in Mexico
Though Mexico grapples with political, economic, and legal reforms, it has failed to focus much-needed attention on human rights violations. If the administration of President Enesto Zedillo is to end Mexico's longstanding abdication of its international human rights obligations, the government must place the protection of human rights squarely on its agenda of reform.
