Endangered Generation Child Trafficking in the Philippines for Sexual Purpose
This joint publication by ECPAT-Philippines and Terre des Hommes Netherlands is a research report that exposes the situation of child trafficking for sexual exploitation in the Philippines. The minimalist white cover featuring an illustration of eyelashes and lipstick marks symbolically depicts how children are forced to grow up prematurely and turned into sexual objects, underscoring that an entire generation is “endangered” by this crime. The report maps the modus operandi of child trafficking in the Philippines, including recruitment through families, peers, and online brokers, as well as exploitation in bars, karaoke venues, massage parlors, internet-based prostitution, and child sex tourism. The study analyzes structural vulnerability factors such as poverty, school dropout, internal migration, armed conflict, natural disasters, and demand from both domestic and foreign offenders. It also evaluates the Philippines’ legal and institutional responses, identifying gaps in law enforcement, victim protection, and child-friendly recovery services. Using a child rights-based approach, ECPAT and Terre des Hommes call for stronger prosecution of perpetrators and facilitators, community-based prevention, comprehensive sexuality education, and strict regulation of the tourism industry and digital platforms. Targeted at policymakers, law enforcement officials, social workers, child protection organizations, and the private sector, Endangered Generation serves as a key reference for understanding the complexity of child sex trafficking in the Philippines and for formulating interventions that safeguard children’s future.
