Establishment of police women desks: An effort of the Indonesian police in intensifying the service of abused women and children
This document outlines the background and rationale for the establishment of Police Women Desks (PWD) within the Indonesian National Police as a specialized service to improve police responses to women and children victims of violence. Initiated through advocacy by DERAP-Warapsari, an institution founded by senior policewomen, the PWD concept draws on international models cited in Anna Chornkova’s 1997 book Violence Against Women and the Role of the Police, where similar Women-only Police Stations have operated successfully in Asian and Latin American countries. The general aim of the PWD is to enhance access to justice for abused women and children by providing a gender-sensitive complaint mechanism staffed by policewomen, thereby encouraging victims to report cases and improving the accuracy of data on violence against women. Particular aims include fostering a climate of gender justice within the police institution and leveraging the lived experience of policewomen to handle cases with greater empathy and professionalism.
