A Family Affair: A Report of Research Into Domestic Violence Againts Women In: Albania, Bosnia and Herzegovina Croatia Federal Republic of Yugoslavia
Authored by Sarah Maguire and published by Oxfam, this research report investigates the prevalence, patterns, and social context of domestic violence against women in four post-conflict Balkan states: Albania, Bosnia and Herzegovina, Croatia, and the Federal Republic of Yugoslavia. Conducted in the aftermath of regional wars and political transition, the study uses interviews with survivors, service providers, and officials to document how domestic violence is often minimized as “a family affair” and remains largely hidden due to patriarchal norms, weak legal enforcement, economic instability, and the legacy of conflict-related trauma. The report analyzes gaps in state responses, including inadequate legislation, limited shelter services, lack of police training, and insufficient psychosocial support, while highlighting the role of women’s NGOs in providing frontline assistance and advocacy. It argues that domestic violence in these contexts cannot be separated from broader issues of militarization, nationalism, and post-war reconstruction that reinforce male authority and silence women’s experiences. Intended for international donors, policymakers, humanitarian agencies, women’s rights organizations, and researchers on gender and conflict, the report provides evidence-based recommendations for strengthening legal protection, funding survivor services, and integrating violence prevention into post-conflict recovery and governance reform.
