Domestic Violence Legislation and its Implementation: An Analysis For Asean Countries Based on Internationa Standars and Good Practices
This publication by the United Nations Development Fund for Women (UNIFEM) provides a comparative analysis of domestic violence legislation and its implementation across ASEAN countries, measured against international standards and good practices. It reviews legal frameworks, enforcement mechanisms, protection orders, support services, and institutional responses in each member state, identifying gaps between law and practice. The analysis highlights key challenges such as weak implementation, limited survivor access to justice, and insufficient coordination among law enforcement, judiciary, and service providers. It also documents good practices and offers recommendations to strengthen legislation, improve implementation, and ensure state accountability in preventing and responding to domestic violence, in line with CEDAW and other international human rights instruments.
