Toward A Victim/Witness Protection Program For Indonesia: An International Workshop
This interim report to CSSP, prepared by the Indonesian National Commission on Violence Against Women following an international workshop in Jakarta on 21 August 2000, assesses the urgent need for a victim and witness protection program in Indonesia. Drawing on international standards and comparative practices, it examines existing legal and institutional gaps that expose victims and witnesses of violence, particularly gender-based violence and gross human rights violations, to intimidation and retaliation. The report documents workshop discussions on risks, protection principles, and operational needs, and proposes core components for a national program, including legal safeguards, confidentiality measures, safe housing, psychosocial support, and interagency coordination. It aims to strengthen access to justice and ensure the safety of those participating in legal processes.
