Licence to Rape: The Burmese Military Regime's Use of Sexual Violence in the Ongoing War in Shan State
This report documents the systematic use of sexual violence by the Burmese military regime as a weapon of war in Shan State, Myanmar. Based on testimony from survivors, it presents evidence of widespread, state-sanctioned rape and other sexual abuses committed by military personnel against ethnic Shan civilians, highlighting these acts as violations of international human rights and humanitarian law.
