This book presents an in-depth study exposing the systematic and prolonged underpayment experienced by Indonesian migrant workers in Hong Kong, particularly through excessive recruitment fees, debt bondage schemes, and unlawful salary deductions imposed by employment agencies. Drawing on field research and workers’ testimonies, the study reveals how these exploitative practices operate in a structured and recurring manner, resulting in economic hardship and increased vulnerability among migrant workers. The book also examines regulatory gaps and weak cross-border oversight, while offering policy recommendations to strengthen labor protections and prevent ongoing systemic extortion.
