in 2007 , the Australia Agency for International Development's ( AusAID) office of development Effectiveness ( ODE ) argued that violence against women is a major barrier to development in Melanesia and East Timor, with serious effects on the health and welfare of the women experiencing violence as well as their families,communities ,and countries.
the goal was to contribute to the evidence base for effective interventions in the area of violence against women, through a participatory assessment of what has been achieved in the region.
